The City of Sandusky submitted a grant application to the Erie County Metropolitan Planning Organization (MPO) for funding construction in the State Fiscal Year 2024. The National Transportation Act has made Federal funds available for use by Local Public Authorities (LPAs), like Sandusky, through the Federal Highway Administration which has designated ODOT as the agency to administer FHWA’s Federal Funding Programs in the state.
The Ohio Revised Code allows ODOT the opportunity to enter into contracts with public authorities like the City of Sandusky to administer the design, qualification of bidders, competitive bid letting, construction, inspection and acceptance of any projects administered by ODOT provided the administration is performed in accordance with Federal and State laws and regulations.
The city was successful in receiving $474,477.00 in grant funding to cover a portion of the eligible proposed improvements along East Water Street. The project will begin at the western edge of the Shoreline Drive/Franklin Street intersection and continue east along Water Street until the Meigs Street intersection and will include improvements at the intersections of East Water Street with Franklin Street, Warren Street, Perry Street, and Meigs Street. Portions of the existing asphalt pavement will be removed full depth to allow curb extensions to be installed. The remaining existing asphalt surface will be milled and resurfaced with surface asphalt material. A new 10-foot wide asphalt trail will be installed on the north side of the road. Included in the asphalt work will be limited full depth and partial depth base repairs due to the installation of below ground utilities and the adjustment of manhole and catch basin castings, monument boxes and water valve boxes. New curb inlets, catch basins, manholes, and storm sewer pipes will be installed as needed for drainage. The project includes installing concrete curb at the new curb location on the north side of the road and concrete sidewalk, a bus stop, and curb replacements throughout the project. There will also be replacement of ADA curb ramps where needed and new pavement markings along the entire project limits. Construction is anticipated to start in July of 2023 and be completed in May of 2024. Access to the existing parks along East Water Street will be maintained throughout the construction phase of the project.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.

The city was successful in receiving $340,823 in grant funding to cover a portion of the eligible proposed improvements along West Monroe Street. The project will begin at the western edge of the Broadway Street intersection, continuing Easterly to the Eastern edge of the Camp Street intersection. Portions of the existing asphalt pavement will be removed full depth to remedy structural pavement defects. The remaining existing asphalt surface will be milled and resurfaced with surface asphalt material. Installation of a new dedicated storm sewer will pull pavement runoff out of the existing combination sewer. Location for said storm sewer will run just inside the South curbline for East of Tiffin Ave.; West of Tiffin Ave, the new storm line will run just inside the North Curb line. New curb inlets, catch basins, manholes, and storm sewer pipes will be installed as needed for drainage improvements. The project includes replacing curbing and driveway approaches within the alignment of the new storm sewer pipe. There will also be replacement of ADA curb ramps where needed along the entire project limits. Construction is anticipated to start in spring of 2025 and be completed in November of 2025. One lane of West Monroe Street will be maintained throughout the construction phase of the project. There will be intermittent full closures as underground piping work requires it.
